Bonnie Johnston
Senior Policy Counsel
Bonnie Johnston serves as Senior Policy Counsel at LXR Group, where she guides clients through complex legislative and regulatory landscapes. With nearly a decade of experience in advocacy, policy development, and government relations, she provides strategic counsel and specialized expertise in investor protection, consumer advocacy, and financial services regulation.
Before joining LXR Group, Bonnie spent more than seven years with the American Association for Justice (AAJ), advancing from State Affairs Counsel to Senior Federal Relations Counsel. In these roles, she worked closely with lawmakers, regulators, and coalition partners to promote fair legal remedies, safeguard consumer rights, and shape national policy debates. Her portfolio spanned transportation, financial services, and environmental policy, and she played a central role in developing advocacy strategies on Capitol Hill.
Bonnie began her career in public service as a law clerk and legal intern with the U.S. Environmental Protection Agency and the U.S. Department of Justice, gaining firsthand experience with the federal regulatory process. She also held early legal positions with the Sacramento District Attorney’s Office and Yoffe & Cooper, LLP, and worked in the private sector as an analyst at Western International Securities. This combination of government, association, and industry experience provides her with a unique perspective on policymaking and regulation.
She earned her J.D. from the University of the Pacific, McGeorge School of Law, where she concentrated in business law, graduated in the top 20 percent of her class, and contributed to the McGeorge Law Review. She also holds a B.A. in International Relations and Global Business from the University of Southern California, where she was regularly recognized on the Dean’s List. During law school, she further specialized in international business law and policy, completing an International Business Certificate alongside her J.D.
Throughout her career, Bonnie has built a reputation as a skilled advocate and coalition builder, with considerable experience engaging members of Congress, federal agencies, and key stakeholders. Her work reflects a deep commitment to advancing public policies that protect consumers and investors while promoting transparency and accountability in financial and regulatory systems.
At LXR Group, Bonnie assists clients in developing effective advocacy strategies to achieve their policy goals. She leads weekly coalition strategy calls on key investor protection issues such as federal market structure legislation and leverages her state affairs background on state-specific projects, including a corporate governance law change in Delaware.
